Actually, I've been to San Xia construction site and almost all the area that will be submerged.That was when the project was decided and started. I"ve talked to many people including engineers, managers and some heads of the towns. Obviously, I could tell there were some problems and they were truely worried about something. But of course they didn't deliver themselves of that clearly. Especially in respect of preservation of unearthed cultural relics and migration, there were alreadly a lot of unsolved concerns at that time.

Not exactly. Foundation treatment and reinforcement is not equal to filling in the sea. Any large infrastructure project in Shanghai need to spend a big portion of investment in foundation.
